The EBRD, through its Nuclear Safety Department (NSD), manages on behalf of donor governments six nuclear safety grant funds. Donor countries have pledged more than Euro 3 billion to these funds which finance the Chernobyl programmes in Ukraine, decommissioning support to Bulgaria, Lithuania and the SlovakRepublic, and the operations of the "Nuclear Window" of the Northern Dimension Environmental Partnership Fund in the Russian Federation.
The Nuclear Safety Department will have a vacancy for the position of Senior Programme Manager initially in charge of the Kozloduy International Decommissioning Support Fund (decommissioning support programme for Bulgaria, known as KIDSF) but available to assume similar responsibility for other NSD operations. This is a senior position, based in London with frequent travel to Bulgaria and, possibly, other countries of NSD operation.
Key Responsibilities and Deliverables
- Reporting to the Director of the Nuclear Safety Department and supported by the current incumbent, the Senior Programme Manager will ideally assume responsibility for the KIDSF in October 2011.
- The key responsibility is to monitor and advance the KIDSF operation. This will involve regular contacts with the relevant regulatory and administrative authorities in Bulgaria, with the Bulgarian recipients and their Project Management Units in the nuclear and energy/energy efficiency sectors, and with the NSD’s European Commission counterparts.
- He/she will be expected to assist in maintaining and/or setting up appropriate management arrangements capable of efficient implementation of decommissioning and of KIDSF-financed projects and to initiate corrective actions as necessary on management, project and technical issues.
- In close co-operation with the procurement and financial management of the NSD and the EBRD, he/she will maintain strict control of procurement, contract awards, contract management and the disbursement process in accordance with the policies and rules governing the EBRD, NSD and KIDSF operations.
- Written reports and presentations to the KIDSF Assembly of Contributors and, as required, to national or international bodies, are another key job element.
- He/she will manage the day-to-day activities of the KIDSF, engaging the KIDSF Project Management Consultant in Sofia Resident Office and other NSD and EBRD colleagues as necessary and in a collegial fashion.
- In addition to the specific KIDSF tasks, the Senior Programme Manager is expected to contribute to the mission of NSD across its region of operations.
Essential Skills, Experience & Qualifications
- Degree from a leading university in the country of education.
- Minimum of 10 years experience in management or administration/supervision of nuclear and energy sector projects in either industry or government agencies in an international environment. Experience in EBRD countries of operation would be an asset.
- Good understanding of nuclear safety, waste management and regulation as they relate to decommissioning.
- Knowledge of IFI- and/or government-funded operations and policies with regard to procurement.
- Good written and oral communication skills in English with additional languages - in particular Bulgarian or Russian - an advantage
